Glendale area could see a second casino as Ducey weighs changes to Arizona’s gaming compacts
Glendale area residents could see a second tribal casino as Gov. Doug Ducey and the state Legislature weigh a major gambling expansion in Arizona, and the Tohono O’odham eye property near Loop 303.
The Glendale City Council on Feb. 9 canceled its plans to annex unincorporated county land on the southeast corner of Loop 303 and Northern Parkway.
The decision was part of an agreement between the city and the Tohono O’odham Nation, Indian casino near santa cruz california which already operates the Desert Diamond Casino West Valley. The council also agreed not to interfere with the tribe’s plans to build further west, and to publicly support a new casino.
“The (Tohono O’odham) Nation intends to utilize this property for a gaming facility,” City Attorney Michael Bailey told the council. “We will not oppose this. We will also not take steps to annex in this property.”
But the council’s vote won’t immediately usher in a new casino off Loop 303.
The current state gaming compact limits the Tohono O’odham Nation to four gaming facilities in Arizona, which it has near Tucson, Glendale, Sahuarita and Why. This newly proposed location would be a fifth.
The southern Arizona-based tribe was able to build the West Valley casino, casino gold coast shows dinner show far from most of its reservation, by making use of a 1980s settlement to replace tribal land that was damaged by flooding. The federal settlement allows the tribe to purchase replacement land in unincorporated areas and apply to have it designated as reservation land.

Scant details on potential casino near Glendale
Other than the fact that the Tohono O’odham Nation has plans for a new casino near Glendale in the far West Valley, few details offer specifics.
The deal between Glendale and the Tohono O’odham Nation will bring some cash Glendale’s way. The agreement outlines:
- A one-time $400,000 payment to Glendale for signing the Feb. 9 agreement. The payment is “to help fund the operations of the city,” according to the agreement.

Ducey also is negotiating amendments to state gaming compacts, the agreements the tribes have with Arizona that are set to expire over the next few years. The renegotiated compacts could allow tribes to offer new table games and open an unspecified number of new casinos, including some in metro Phoenix.
The last update to Arizona’s gaming compacts was approved in 2002 with Proposition 202, which created a framework for Casino groningen gambling in Arizona. The compacts between Arizona and the tribes renewed for another 10 years in 2012. They can be renewed for another three years after that.

Glendale area casino was years in the making
Most of the Glendale City Council voted in favor of the Tohono O’odham Nation, saying that the Desert Diamond Casino West Valley near the Westgate Entertainment District has been a good neighbor.
This wasn’t always the dynamic.
When Tohono O’odham leaders first announced their plans for a casino in 2009, Glendale, other tribes and state leaders pushed back. The tribe opened an initial casino there in 2015, and lawsuits continued until 2017. A larger version of the casino opened in early 2020.
The casino, near 91st and Northern avenues, marked the first tribal land for the northwest Valley. Previously the nearest casino was Gila River Indian Community’s Vee Quiva Casino near Laveen.
Glendale’s attorney acknowledged that old conflict as the council prepared to vote on this month’s agreement with the tribe.
“As many of you know, the previous casino was subject to disputes between the city and the Tohono O’odham Nation,” Bailey said. “The reason why we’re coming together . is to resolve any disputes that may arise prior to this opportunity to develop for the nation.”
